Simplify GitLab CI/CD configuration by removing the build stage and directly publishing NPM packages

- Implement CIGAR and MD parsers for BAM files
- Create GFF level setter for gene placement
- Add Rollup configuration for building the project
- Include package.json for project metadata and dependencies
- Establish .gitignore for build artifacts and logs
- Export utility functions from index.ts
